APPLICATION FOR C.C.W. PERMIT/LICENSE REQUIREMENTS

Under the Penal Code, the Sheriff of the County has authority to issue a State of California Permit to carry a weapon concealed.

In recent years, there have been several court decisions which have made the Sheriff vicariously liable in civil cases where the holder of a Concealed Weapon Permit used a weapon when not appropriately trained or in an unlawful or unreasonable manner. Some law enforcement agencies have virtually ceased issuing Concealed Weapons Permits. As the Sheriff of Shasta County, I do not intend to do that; however, I do require new C.C.W. applicants to obtain a certificate of completion from one of the listed firearms safety courses prior to proceeding further with the application process.

GENERAL INFORMATION

Each applicant for a C.C.W. Permit must demonstrate proof of residence. Residency is satisfactorily shown by presentation of a valid California Driver's License, the last 12 months of utility (electric) receipts in the applicant's name and street address (PO Boxes are unacceptable). Originals of these items must be presented during the interview.

Other documented formal firearms training may be substituted upon review on a case-by-case basis.
In addition, applicant must meet these criteria for applying and receiving a C.C.W. Permit in Shasta County:
  • Must be 21 years of age or older
  • Must be a United States citizen (Illegal policy, cannot discriminate against legal residents - see Arnold George Dorsey (aka Engelbert Humperdinck) v. LVMPD )
  • Must be a permanent resident of Shasta County for at least one full year prior to making application (This residency requirement could probably be successfully challenged in court)
  • If an applicant served in the Armed Forces of the United States, they must provide a copy of their military record/discharge (Form DD 214) at the time of the initial interview
  • No felony or mental illness, or currently under treatment/counseling for mental or emotional problems
  • No arrest for any crime or involvement in any situation which, in the opinion of the Sheriff's Office, indicates an individual is not suited for a C.C.W. Permit.
  • If the Sheriff's Office requires any additional documentation or information in order to complete the review process of a C.C.W. Permit application, it will be the responsibility of the applicant to supply that data to the Sheriff's Office.
  • If you are currently a Plaintiff/Petitioner or a Defendant/Respondent named within and subject to a current Temporary Restraining Order/Protective Order/Order After hearing, you may not apply for a C.C.W. Permit until those orders are fully expired.
  • You must bring the weapons you intend to put on your C.C.W. Permit to the Sheriff's Office. The weapon must be unloaded, magazines out, and placed in a locked box or a locked gun case.
You may print this document and keep it in your personal file for future reference.
